Mr. Charles Kinyeki is a Director at AKC Development Consulting. He specializes in e-Government which includes enabling Government agencies to take the least resistant and most efficient path towards technological change. He holds a Bachelor of Science degree in Applied Mathematics and Computer Science and MBA Management Information Systems from University of Nairobi. He has over twenty-five years’ experience designing, developing, implementing, managing and evaluating public sector information systems. He has worked as an information systems specialist in various Government ministries through projects funded by DfID, USAID, World Bank, CIDA, EU and GIZ. He developed the framework for HR audit and skills assessment for Governments of Swaziland – Civil Service Audit (2012), Zimbabwe HR audit and skills assessment (2009), and recently Ghana Civil Service Audit (2014). He was the lead consultant in Uganda public sector payroll cleaning (2006) and provided consultancy input in the development of their Integrated Pay and Personnel System. Since 2007, he has been retained by the Canadian International Development Cooperation to provide support during the evaluation of the Government of Tanzania’s human capital management information system. He worked as an information systems specialist for German Technical Cooperation (GTZ)-Kenya Agricultural Sector Information Management Project, European Union funded Strengthening Public Investment Management project in the Ministry of Planning and National Development, the World Bank funded Agricultural Structural Adjustment Operation II and Agriculture Sector Management project, the USAID funded Resource Management for Rural Development project and for eight years between 1987 and 1994 worked for Harvard’s University Institute for International Development
