The assignment included a complete head count of all civil servants working in the Federal Government of Somalia.

Worked with the National Civil Service Commission and the Ministry of Labour. Developed framework for strengthening of civil service HR data management and preparing the ground for an HR Audit. Reviewed the HR system under implementation, and carried out HR businesses process review.

The Somaliland civil Service strengthening project funded under the World Bank has been approved. The project is tailored to the specific context of Somaliland and focus on strengthening the frameworks and systems for human resource management, build core government capacity of selected ministries through organizational reform, introduction of a Talent Management Program (TMP) and training, and to strengthen policy management and M&E at the center of government.

Country Engagement Initiative on Public Service Reform Programmes
Under this “Country Engagement Initiative”, public service managers in the five countries were guided to evaluate the results of their PSRPs and identify the problems and constraints to their effectiveness with regard to impact on poverty reduction. They were also challenged and facilitated to identify options for improving co-operation with donor partners. Finally, in a shared forum, public service managers and representatives of donor partners reached consensus on initiatives to enhance the outcomes and impacts of PSRPs on services delivery and poverty reduction, and the effectiveness of development co-operation.
